Context
Where this sits.
Sagarmala and the Maritime India Vision programme have driven a sustained wave of port modernisation and digitisation. Harbour waters are congested, mixed-traffic and close-range: radar performs poorly against the quay, and AIS covers almost none of the small craft moving inside the basin.
The problems
What actually goes wrong.
Radar is weak inside the breakwater
Quay structures, cranes and moored vessels generate clutter that buries the small returns you most want to see.
Berth occupancy is reported, not observed
Manual berth status is a lagging indicator. Observed occupancy and turnaround are leading ones.
Waterside perimeters are hard to hold
A landside fence is straightforward. An approach from the water at night is not.
Quay safety incidents are reconstructed after the fact
Without continuous observation, near-misses generate no data at all.
National programmes
The frameworks this work sits inside.
India's maritime and defence modernisation runs through named programmes with defined funding routes. Knowing which one a requirement belongs to is half of getting it procured.
Outcomes
- Continuous observed berth occupancy and turnaround
- Waterside intrusion detection through darkness and haze
- Small-craft tracking where radar is blinded by quay clutter
- Reviewable evidence for safety and security incidents
