SEC 06 · Shoreline change and chart-grade feature extraction

Geospatial & hydrography

Charts age. Coastlines move. Extracting what changed, from imagery, at survey cadence rather than chart-revision cadence.

Context

Where this sits.

India's national geospatial policy has opened up mapping and survey activity substantially, and coastal infrastructure is being built at pace under the port-led development programmes. Both trends increase the rate at which charted reality goes stale — and the value of extracting change automatically from imagery that is already being collected.

The problems

What actually goes wrong.

  • Manual feature extraction does not scale

Trained cartographers digitising features by hand is accurate and slow. Survey volume has outgrown it.

  • Change detection is episodic

Coastlines are compared at chart-revision intervals, so change is discovered in aggregate rather than as it happens.

  • Survey imagery is under-exploited

A great deal of collected imagery is used once for its immediate purpose and never mined for the features it also contains.

  • Attribution is inconsistent

Feature attribution varies between operators, which complicates downstream chart compilation.

National programmes

The frameworks this work sits inside.

India's maritime and defence modernisation runs through named programmes with defined funding routes. Knowing which one a requirement belongs to is half of getting it procured.

Outcomes

  • Shoreline change extracted at survey cadence
  • Consistent, repeatable feature attribution
  • Existing survey imagery mined for additional feature value
  • Change candidates queued for cartographer confirmation, not auto-published
